Göttingen and Hannover

As I'm not able to write this in the language of Luxembourg (Lëtzebuergesch) I try it in English:

Göttingen and Hannover are no kreisfreie Städte any more. The dates when it was ordered were for Göttingen the 1st of January 1964 and for Hannover the 1st of November 2001. The dates in the article are wrong.

In those laws, there are paragraphs about the future status of Göttingen and Hannover. They are nearly each a kreisfreie Stadt, but there are some things determined that it isn't really so.
